In Raina's cell, a new psychiatrist is attempting to have a sensitive chat with Raina. She is quite sarcastic to him, taunting him with a scenario of her getting control of her inhibitor. Outside, two large burly guards come up to relieve the guards already on duty at the door and kill them instead.
Meanwhile, Hel, Sarge and Cleo are on their way to Raina's cell arguing about whether they really want to keep betrayers from getting Raina.
The betrayer guards come into Raina's cell and kill the psychiatrist. Raina breaks free of her restraints just as Hel, Sarge and Cleo burst in and start fighting the betrayers. Sarge tells Hel to aim for the groin. Hel: "Does that work?" Sarge: "Nah, it just makes me feel better." The betrayers seem stronger than normal. Raina takes off her inhibitor and causes the betrayers to destroy each other. Cleo pops the inhibitor back on Raina's head. The three are astonished that Raina could use telepathy to cause the betrayers to kill each other.
Hel speculates that the Baileys want Raina so they can incorporate her mental ability into the next model of betrayers. Cleo suggests that they harness Raina's energy and use it against the Baileys. Raina says she wants to prove her superiority over the Baileys. Raina taunts Voice that she can get in people's heads without the aid of a transmitter.
Mauser injects Raina with a substance that will allow Raina to be terminated by remote control if she puts any of the team in danger. Voice says she wants Cleo on the termination switch. Cleo is not thrilled with this news.
Hel, Sarge and Raina go aboveground to confront a Bailey. An invisible drone camera follows them and Cleo and Mauser can see what is happening. Raina reveals to Hel and Sarge that she used to be a team leader like Hel. Hel is not happy that this has been kept from her. Furthermore, Raina's mental ability resulted from experiments Voice did on her. Voice says she realized that that kind of thing was wrong. A Bailey approaches. Hel and Sarge take Raina's inhibitor off and move back. Raina communicates telepathically with the Bailey, telling it she is not a threat. It seems to believe her. Then Raina mentally goads Sarge into attacking the Bailey. Cleo realizes something has gone wrong and puts her hand on the termination button.
Mauser keeps Cleo from pressing the button. Raina convinces the Bailey to back off. It leaves to get the lead Bailey to come handle the situation. Cleo is relieved that she did not terminate Raina. Raina says she was just testing her power and that she could control the Bailey even while it was being attacked. Mauser says that Voice is advising Hel to trust Raina. Cleo is disbelieving, thinking it is all a trick on Raina's part. Raina seems to be using her power on Voice to convince them all to trust the Baileys. Hel and Sarge are falling under the spell and decide to "give peace a chance". Cleo is amazed, saying Sarge sounds like her hippy uncle. Cleo realizes something is really wrong when Raina still communicates with the Bailey even though she is wearing the inhibitor. Voice tells Mauser to calm Cleo down and Mauser ties Cleo's hands behind her.
Raina is making a deal with the Bailey which results in her being transported up into it. Cleo begs Mauser to release her. The Bailey turns to Hel and Sarge and Cleo knows she must reach the button. The Bailey begins firing on Hel and Sarge. Cleo finally kicks the table over onto the termination button. The Bailey flies erratically off and crashes into the sea.
Voice says she chose Cleo to push the button because she was afraid Raina would influence her and Mauser. Hel tells Cleo that Voice believed in her, but Cleo thinks Hel is making it up.
