A chase. Two men are running from someone. They think they've eluded their pursuer when suddenly he moves out of the darkness and fires at them. One of the men, a stocky bald guy, jumps down the shaft; the other fights with the pursuer. The pursuer shoots the man with a weapon that seems to enclose him in tendrils of electricity and renders him powerless.
The pursuer, Drack, returns to his headquarters where he is congratulated by his boss, Tooley, on a successful mission. They carry in the man he stunned and take him to the decontamination room. They try to give Drack a shot, to protect him from contamination from "thaws", but he refuses. He says he's going after the one who got away. Tooley says to check out another one they've discovered and gives him a tracer.
Drack visits the cryolab, where he meets two familiar mutants -- Catman and Snakeman. Drack says he's from the Bureau of Health and wants to know if they've thawed anyone out lately. The mutants don't want to anger the Bureau, so they put the tracer in their scanner. A hologram of Cleo pops up.
Catman remembers that they had transplanted a kidney the same day that they thawed Cleo. They produce a hologram of Sarge, too. Drack wants to know how she paid for the kidney and Catman produces the wooden tube Hel had given him. Drack views the surveillance hologram of that day and sees Hel and Sarge fighting a betrayer.
The team is investigating the disappearance of Marcus, another of Voice's team leaders. Cleo volunteers to question people at a shaft club near where Marcus had last communicated with Voice.
Hel and Sarge search the area near Marcus' last communication. They find one of Marcus' bullets embedded in the wall. They know it's his because no one else uses such outdated weapons as he does. They decide to drop in and check on Cleo.
Cleo, undercover in dark red hair, tells them that Marcus had been seen there but left to meet someone. Sarge wants to know how she discovered this. Cleo: "I pour myself into this dress, and the boys start pouring their hearts out." Sarge says she and Hel are going to check out the guy who made Marcus' ammunition. On her way out, she passes Drack, who is just coming in. His locator goes off, but he can't tell in the crowd who set it off. He takes a seat just as Cleo comes out to perform. She sings "I Get a Kick Out of You", and Drack recognizes her from the hologram.
Hel and Sarge find the guy who sold Marcus the ammunition and threaten to reveal his illegal use of gunpowder if he doesn't tell them what he knows about Marcus. He finally says that Marcus' gauntlets showed up a few days ago but now he doesn't have them anymore. Hel and Sarge want to know who got the gauntlets.
Hel and Sarge pay a visit to Sluggo. Sarge has to pull his ear off before he'll cooperate, but he finally gives them the gauntlets and Marcus' gun as well.
Drack buys Cleo a drink and she joins him at his table. They chat. Drack keeps reaching for his stunner and then deciding not to use it. Cleo asks him if he's ever met a guy named Marcus. Drack looks as though he might recognize the name, but says no. He reaches for his weapon again and points it at Cleo under the table.
Before Drack can use the stunner on Cleo, the bald guy he was chasing earlier jumps Drack and they fight. The guy is about to kill Drack when Cleo intervenes and knocks the guy unconscious. She runs over to Drack, who sees Bureau personnel entering the club. He tells Cleo to go, that he'll handle this. Cleo is puzzled, but slips into the crowd. Tooley directs his men to cart out the bald guy and then asks Drack if he has located the female thaw yet. Drack says no, not yet.
Back at the lab, Cleo tells Sarge and Hel about her conversation with Drack and what happened at the club. They tease her, but Cleo protests that she was merely working. She gives a dreamy description of Drack, which makes Hel and Sarge smile at her even more. After hearing the description of the men who carted away the bald guy, though, Hel and Sarge realize that they were from the Bureau of Health. They tell Cleo about a plague that wiped out a big chunk of the population underground and how the Bureau was formed to keep it from happening again. Sarge wonders what they are up to now. Cleo says she will try to get more information from Drack.
Cleo joins Drack back at the club. They talk more, and tell each other a little about themselves. Drack says his job is helping as many people as he can. Cleo says that's sort of what she does, too. They talk some more, and are obviously starting to form a friendship.
Mauser confirms that the gun they found at Sluggo's is indeed Marcus'. They examine the rest of Marcus' things, including a pair of sunglasses which Mauser declares to have no use whatsoever in regard to stopping laser fire. Cleo waltzes in, singing a dreamy love song. She starts to tell them that she's in looo....Suddenly alarms go off -- there is a security breach. Mauser discovers an electronic bug on the back of Cleo's outfit. Hel suspects Drack.
Cleo says anyone could have planted the bug. Sarge suggests that Drack may be with the Bureau. Hel says they need to find out what's going on.
Cleo arranges a meeting with Drack by the shaft. He says fate is getting them together. Cleo slugs him and holds up the bug: "Or maybe this!" Hel and Sarge jump out and disarm Drack. Hel tells Voice that they have a Bureau agent who's overstepped his jurisdiction. Drack is bemused to discover that the three are a Voice team -- he didn't think they really existed. Hel deduces that the Bureau must be looking for people who have been cryogenically frozen and then thawed. Cleo is indignant that anyone would think that she was a danger. She says she has already had mumps, measles and chickenpox. Hel suggests that the immunities that Cleo now carries for these diseases could help fight outbreaks now. They start back to the lab, but Cleo says for Hel and Sarge to go ahead, and she and Drack will be along in a minute. Sarge laughingly reattaches the bug to Cleo's outfit and tells her not to stay out past midnight.
Drack explains that his former partner died from a disease contracted from a thaw. He decided that all thaws should be rounded up and quarantined. He says when he met Cleo, he realized that the Bureau was wrong -- that she could never hurt anyone. They start to kiss but are interrupted by several Bureau agents approaching. Drack yells at Cleo to run and fights the agents. Tooley appears and shoots Cleo with the stunner just as the other agents overpower Drack.
Hel and Sarge are laughing over the fact that Cleo is now the "older woman" since she has about 500 years on Drack. Hel suddenly realizes that Marcus' weapons are just about as old as Cleo is, which means that Marcus must be a thaw, too. So perhaps Marcus' disappearance had nothing to do with him being a team leader at all. They get a signal that Cleo's bug is getting farther away from them and know something is wrong.
Drack tries to convince Tooley that they can use Cleo's immunities to prevent another epidemic. Tooley takes them into another room and shows them a canister which contains a plague that he has created. He plans to release the germs and then be the only one who can provide a vaccine. There are dozens of thaws -- including Marcus -- strapped to a machine which is extracting the dormant diseases from them. Drack tries to rush Tooley but is shot with the stunner.
Hel and Sarge are following Cleo's locator bug.
Tooley's men strap Drack to one of the tables and are starting to strap Cleo to one as well, but she fights her way free. Drack tells her to get out of there and she grabs the canister and crawls out through one of the vents.
Tooley discovers Cleo is missing and takes Drack's locator so he can track her. He and his men finally catch up to Cleo. They drag Drack in, and Cleo says she will give them the canister if they release Drack. Tooley says why should they negotiate -- she is outnumbered. Hel and Sarge enter: "Count again." A battle ensues. The team is winning until Tooley puts up a force field around himself that will repel laser blasts. He says they will never take him, so she might as well give him the canister. Cleo says if he wants it so bad, why don't we see how well your vaccine works. She throws the canister. Tooley fires at her, but Drack throws himself in front of her, taking the blast. Hel runs after the canister, snagging it with her suction cord just as it falls down the shaft. Sarge points Marcus' gun at Tooley and fires: "Here's a blast from the past." The bullet penetrates the force field and hits Tooley in the chest.
Mauser extracts Cleo's immunities and says he will have no problem making a vaccine from them. Hel: "Congratulations, Cleo, you just saved the underworld." Cleo: "Again?" Marcus says he doesn't like repaying favors, but he owes the team one. Voice tells Hel she has authorized a visitor, and Drack walks in. Cleo is glad to see he is okay. He tells them that Tooley is alive but facing trial. He gives Hel back the wooden tube she had traded for Sarge's kidney. Cleo asks if Drack is going to ride off into the sunset, and he says only if Cleo goes with him. Hel and Sarge trade apprehensive glances, but Cleo says she is where she belongs. Drack starts to leave, but Cleo says, "Where do you think you're going?" He turns and smiles, and the next thing we see is Cleo singing "I Get a Kick Out of You" for him again.
